POSITION:

Under direction (Management Analyst II) or general direction (Program Management Analyst) of the Senior Deputy Executive Officer within the Budget and Finance Division, the CEO Capital Projects and Budget Analyst monitors and evaluates compliance with Board of Supervisors adopted policies in one or more agency areas.
 
IDEAL CANDIDATE:
The CEO’s Office is seeking a poised, professional and seasoned financial management analyst with a background in capital projects. The ideal candidate will be an excellent communicator to various audiences, including elected officials and County leadership. The ideal candidate must have a positive attitude, strong interpersonal skills, work effectively in a team and fast-paced environment, show initiative and adapt well to change; is organized, and detail oriented. The successful candidate will have the background, experience, and knowledge to demonstrate:

  • Strong verbal, written, analytical and communication skills.
  • Experience with managing or participating in capital projects of varying complexity levels.
  • Skill in political and business acumen necessary to manage resources and make appropriate recommendations and decisions.
  • Skill and leadership abilities in analyzing and addressing complex problems.
  • Experience in public/private projects (including project management, land use, real estate analysis, stakeholder engagement, project financing and project monitoring).
  • Master's degree in Business Administration, Public Administration, or another related field is desired. Certification in Project Management is also desired.
  • Skill in public speaking, dynamic and engaging presentations.
  • Experience working with policy makers and/or senior management.

APPROXIMATE PAYROLL TITLES AND ANNUAL SALARIES: 
Management Analyst II:   $106,650.34 - $149,325.11  
Program Management Analyst: $121,747.77 - $170,463.59

EDUCATION, TRAINING, and EXPERIENCE:
 
Management Analyst II:
Any combination of education, training or experience that has led to the knowledge, skills and abilities required for the position.

The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor's degree in Public Administration, Business Administration, Finance or a related field with one (1) to three (3) years of progressively responsible generalized or specialized management, financial or analytical experience in a public or private business setting.
 
Program Management Analyst:
Any combination of education, training or experience that has led to the knowledge, skills and abilities required for the position. 
 
The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor's degree in Public Administration, Business Administration, Finance or a related field with five (5) or more years of financial management, budget development and analysis, and fiscal forecasting experience in a large, complex organization.
 
NECESSARY SPECIAL REQUIREMENTS: 

  • Considerable (MAII) to thorough (PMA) knowledge of financial management 
  • The ability to make effective public speaking presentations
  • Possession of, or ability to obtain and maintain a valid California driver license
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire

DESIRED:

  • Experience and understanding of health care-related sectors including operations and financial requirements related to hospitals, clinics, and health-care administration.
  • Knowledge of and or experience with land use, American Rescue Plan Act (ARPA)
  • Capital project management in a public sector environment.
  • Master's degree in Business Administration, Public Administration, or another related field and/or Project Management certification.
